Please check whether you have Tcl_GetStdChannel in your libtcl8.3.so.
You may also want to run strace (just to be sure the tclsh8.3 picks up
the right libraries) or turn debugging of your dynamic linker on (not
sure the FreeBSD one has such a feature).
