[tkined] stripchart port utilization errors

I discovered that when running the stripchart port utilization graphs the
graph was showing some incorrect results. The snmp.monitor.tcl script checks
interface types on line 386 and if your full duplex interface is not listed
here than it will be assumed half resulting in errors. To get your interface
type names use the mib browser and check them under
internet.mgmt.mib-2.interfaces.ifTable.ifEntry.ifType.
