Dave's book is a good place to start learning how to write
MIBs. Another option is to hire a MIB experienced consultant once you
have started. The IETF internally has a quality review process where
each MIB specification is reviewed and it turns out that this is very
helpful, especially for MIB authors who do not have previous MIB
design experience. Always remember that MIB definitions are interface
definitions you hand out and it usually pays off to think twice about
it since fielded MIBs are hard to replace.

Web server are nice for manual configuration stuff - its the telnet of
the 90's. Doing status polling and data collection via web server is
IMHO expensive, at least if the device does not have its own data
collection and thresholding application on board.
