IMHO at the moment there is no real point of porting tkined to java,
because on most sites (like ours) tkined is just used as a network
manager console (that's what tkined is designed for ;).
If you consider security aspects (SNMP management is not intended for
joe user), it is even a bad idea (TM).

OTOH, an SNMP API library written in Java would be useful for writing
a *portable* MIB-2 agent with adequate performance, something you cannot
do with Tcl (even not with version 8).
When I considered the various half-baken public SNMP agents available for
the different flavours of UNIX (including Linux) and the design of the
source code I immediately saw the urgent need for a joint =) effort on a
portable version.
Also, OO design IMO is generally a good idea (from my own experience
it will give you much more stable software and easier debugging), and
I think Tcl 8 is already on the way to an OO system (the namespace
feature of Itcl/Itk has already been incorporated into the core).

There are already many SNMP API libraries available in Java, but I
didn't find one with GNU copyleft or PD permissions yet (perhaps someone
may enlighten us here ?).
