Trouble with icmp

I've just downloaded, built and installed scotty on SunOS.
I'm executing a simple icmp command and get the following
message.

% icmp echo engibu
ntping: warning: running with euid 65534 -- not with root permissions.
ntping: warning: expect missing permissions getting the icmp socket.
ntping: cannot get icmp socket; reason: Permission denied
reading icmp result failed: Error 0

The ntping program has the setuid bit set and is owned by
root. ANy and all help would be appreciated.
