There are the man pages but no manual. I am working on it but I can
not tell you when a first draft will be finished.

The script that creates the Tools menu checks whether the scotty
interpreter knows about a snmp command. Hence I guess that your scotty
binary was not configured with the --with-snmp option. Please check
your scotty configuration and consult the README for details about the
options for configure.
