Policy-based Network Management is a way to deal with the complexity of administration of large networks [1]. Research in this field is going on for 15 years. Despite immense efforts and good results, policy-based systems are still being used in very specific areas only, such as QoS and Differentiated Services (DiffServ). During the last years, a trend towards XML and Web services has become visible [2]. Besides executing single (atomic) services, it is possible to aggregate services to perform more complex tasks. Also, an automatic Policy Refinement, i.e. breaking down high-level policies to concrete, low-level Web service calls is possible [3]. TaskIn this diploma thesis, a policy-based management systems has to be designed and implemented. It shall use refined policies in the form of Web services execution plans as input. The main focus should be on the connection of monitoring and configuration Web services as well as on the event handling. The implementation can and should make use of the results of former projects [4,5,6,7]. Along with a detailed documentation of the design and the implementation, the written thesis has to include a comparison of the approach to other existing policy-based systems (such as Ponder [8]).
