[tkined] compiling problem

I've just downloaded the source for scotty-2.1.11.
I'm trying to compile this application on FreeBSD.

the configure script appears to finish without any problems, however, when
i run make, i receive the following error.

../tnm/generic/tnm.h:38: tcl.h: No such file or directory
*** Error code 1

Stop in /usr/local/src/scotty-2.1.11/unix.

tcl.h is in the location that it is searching. any ideas how to resolve this
problem?
