You don't say which device you are talking to and what you settings
are. Perhaps the agent on the device is broken or has limitations.

What do you mean by "bigger PDU on getbulk"? PDUs can't get
arbitrarily big.

Note, the getbulk code has been tested and works OK with some well
known free and commercial SNMP implementations. If you think there is
a bug, then you have to precisely describe the situation, what you
expected to happen and what actually happened. And try to catch the
packets that were involved.
