[tkined] Tnm for tcl8.3.1

I thought Tnm3.0.0 will work ok with tcl8.3 but when I try to load Tnm
package like "package load Tnm 3.0", I get "version conflict for package
"Tcl": have 8.3, need 8.2".

It works fine under Tcl8.2.3
