[tkined] ICMP unreachable port

Hello,
I have a problem. On a NT machine with IP = 10.16.212.199, I created a very
simple responder (agent) and on a Win98 machine with IP = 10.16.212.198 a
very simple generator (manager ) using wish83.exe.
When I try to get an object from 10.16.212.198, the agent does not reply.
Capturing with Ethereal, the reason is that the agent host sends a ICMP
packet with "port unreachable" .
What could be the reason for that ICMP packet ?
