Try to run a packet sniffer such as tcpdump or ethereal. I am sure
something is going wrong with the address since you get communication
error back - not an SNMP protocol error. Tkined really just passes the
IP address to a scotty script which then does SNMP requests. You may
want to startup scotty and to try some SNMP interactions directly from
Tcl.
