[tkined] question about "snmp# set"

hello,
I am a beginner of scotty.
the program is very sample ( only 3 lines) :

#!/home/wangs/scotty/bin/scotty2.1.10
set sh [snmp session -address 138.203.192.27]
$sh set [list [list sysContact.0 "Bert Nase"] ]

the error message is :

noSuchName 1 {1.3.6.1.2.1.1.4.0 {OCTET STRING} {Bert Nase}}
    while executing
"$sh set [list [list sysContact.0 "Bert Nase"] ]
"
who can tell me what is the problem?
