It is $tnm(library)/site/init.tcl, which in your case resolves to
/usr/local/lib/tnm2.1.9/site/init.tcl.

The end of /usr/local/lib/tnm2.1.9/library/init.tcl contains the code
which actually loads the side specific initialization file.
