[tkined] ntping not receiving replies.

Running:
Linux 2.2.9-19mdksmp (mandrake 6.0)

Scotty 2.1.10
tcl-8.0.4-10mdk
itcl-3.0.1-10mdk
tclx-8.0.4-10mdk

tk-8.0.4-10mdk

IP Discover is not working. It looks like it is because ntping is not
working. ntping echo host doesn't see the echo reply. tcpdump shows the
requests going out and the host replies which look ok.

I dug around in the mailing list archives and found something similar back in
1997 messages which seemed to indicate that tcl 8.0.5 would fix some things.
Just built tcl/tk 8.0.5 and tried it again, with the same results.

Any help would be GREATLY appreciated.
