This means that you need to load Wellfleet-COMMON-MIB first before you
try to load the Wellfleet-IPACCT-MIB. I tried this and it works just
fine with scotty 2.1.10 and my 3.0.0 snapshot. (I also checked the
MIBs with smilint and they seem to be valid SMIv1 - fine.)
