Its buggy. I do not recall the details right now.

Good question. Initially, I wanted 3.0.0 to have full SNMPv3 support.
We are not there yet. I also wanted to have cleaned up some other
places, especially the way callback work (since % substitutions are
really a problem). I also wanted to have the package completely
converted to use Tcl_Objs. And I wanted to have it thread-safe. With
regard to the USE_RANGES question, I would like to replace the MIB
parser with the libsmi (http://www.ibr.cs.tu-bs.de/projects/libsmi/)
which is capable to do the right thing. ...

It turns out that I do not have the time to complete all these items
in a timely manner. So it may be a better approach to actually ship
3.0.0 more or less as it is now and to work on the various items as
time goes by. (I actually consider to make the CVS tree accessible via
anon CVS or at least to have regular automated snapshots.)
