[tkined] Continuing Tool Menu problems with Tkined / NT

I have 3 NT profiles, Administrator, User with admin privileges and guest. I
built the latest snapshot with the User profile. I have no TCL env variables
or registry entries set. The only profile I cannot get the tools menu to
appear is the profile that I built Scotty with!
