[tkined] where is tools menu?

After starting tkined1.5.0, the "Tools" menu does not show up on the menu bar
(stuff in lib/tkined1.5.0/apps dir -- ip_monitor, ip_trouble, etc.) as running
tkined in unix. Any idea why and how to correct it? Thanks.
