[tkined] compiling Scotty for use in Win95

Hi all:
I am a beginner in Tcl/Tk and Scotty. I was amazed by their
ability to build network management tools and I am keen to do so
using Tcl and Scotty. However, I am a dummies in Unix and I don't
have a Unix server. I have download tcl805.exe and managed to get it
working in my Win95 PC. I just download "scotty-2_1_9_tar.gz", can
anybody tell me how I can compile Scotty in my PC? Anybody can help
me with some procedures to compile the file that I download? What
other tools do I need?
