[tkined] can't start straps

I'm upgrading from tcl7/itcl2/scotty2.1.5 to tcl8/itcl3/scotty2.1.10
on Linux PPC 2.0.30. I got scotty built and can load the Tnm package
via 'package require.' However, I can't get straps to run. Here are my
steps in a nutshell:

- built scotty with 'make'
- installed straps with root privilages via 'make sinstall'
- try to invoke straps and get:
straps: unable to bind trap socket: Permission denied

I'm sure this is a simple setup problem, but I can't figure it out yet.
If you have any ideas, I'd be much obliged!
