I had a similar problem. When compiling the sources, I changed the
default path using the configure prefix support:

configure --prefix=/usr/local/local/scotty-2.1.10

After "make" and "make install", the "Tools" menu didn't appear.
This was solved by a link from /usr/bin/* to the bin directory of the
newly installed package.

ln -s /usr/local/local/scotty-2.1.10/bin/scotty2.1.10
/usr/bin/scotty2.1.10
ln -s /usr/local/local/scotty-2.1.10/bin/tkined1.4.10
/usr/bin/tkined1.4.10
