If you don't need to be that sophisticated, both Microsoft PowerPoint
and Lotus Freelance have reasonable network drawing templates.

Another possibility is a package called Clicknet - I can't
remember who
it's published by, or even if it's still available. I had it at
a former
job, though, and it does a quite nice job of diagramming systems
and
networks. It has a simple database underneath, associated with
each section
of the diagram so you can drill down and show what each picture
represents,
or just give an overview.
