FW: [tkined] Win NT tkined!

There are some guidelines on my site about the setup (which I accept is
slightly complicated). There are 2 ways that I am aware of in which my
release can appear without the "Tools" menu.

1) The TCLLIBPATH,TKINED_LIBRARY or TNM_LIBRARY is not set correctly.
2) If you downloaded the software some time ago (Before July 25th), One
of the init.tcl files was missing from the distribution, Although this
has been fixed.
