[tkined] problems installing on digital unix 4.0d

At fisrt excuse for my poor english !

I compile successfully the distribution, scotty works well alone, but running tkined I don't have the tool option in the menu bar.

In the document given on : http://wwwhome.cs.utwente.nl/~schoenw/scotty/docs/getstart.html
I read :

"If the Tools option is missing you have a problem with Scotty."

How can I fix the problem ?....

TCLLIBPATH=/usr/local/lib/tnm2.1.9 /usr/local/lib/tkined1.4.9
TKINED_PATH=.:/users/bernard/.tkined:/usr/local/lib/tkined1.4.9/site:/usr/local/lib/tkined1.4.9
