I've tried scotty2.1.7 with tcl8.1 on Windows platform and it seems to
work, with the usual caveats for Windows that async request doesn't
work.

However, the load time of the DLL seems to 3 times as slow with
tcl8.1.

I have not tried it yet because Tcl8.1 is not yet even at beta status.
I guess there are some incompatible changes in Tcl 8.1 and the source
probably needs some changes.
