The procedure static is defined in $tnm(library)/library/init.tcl.
This file is loaded whenever the Tnm extension is loaded. Looks like
you have a more fundamental installation problem. Make sure you use
Tcl7.6 or Tcl8.0p2. (Earlier versions might have problems to find the
tclIndex file.)
