[tkined] Straps problem

I'm running scotty 2.1.9, tkined 1.4.9, on a RedHat 5.1 machine, and
everything seems to be working great, except the SNMP trap
capabilities... Everytime it attempts to invoke straps, I see the
following message:

straps: unable to bind multicast trap socket: Address already in use

which seems fairly straightforward. However, I haven't been able to
track down the process that's keeping the snmp-trap port open, and both
CMU-SNMP and UCD-SNMP run correctly on the machine (not at the same time
as tkined, obviously), and running straps on a different port (ie straps
1025) results in the creation of a file in /tmp, and the same error
message... Does anyone have any ideas of other things I can check?
