[tkined] USEC configuration Scotty<->CMU

Hello, I have written a simple MIB browser based on Scotty 2.1.7
and am trying to get the User-based security model setup for the
browser. I have included the USEC MIB and have gone to the user,
password, context scenario to define an agent's attributes. The
agents are all running CMU's SNMP version 3.3 which also supports
the USEC paradigm. My problem is how to properly configure all
systems involved. My problem revolves around the proper setup and
configuration of the: Local Configuration Datastore (LCD) [page 18]
of rfc1910. There is not a large amount of application specific
documentation on this subject. How do I configure my browser to
agree with CMU's implementation. The following is an excerpt from
CMU's snmpd.conf for one of my systems. I have tried many different
configurations w/o results. There was a similar question several
months ago, but there were no replies. The CMU docs are no help.

I am configuring a Scoyty snmp session as such:

set init_session [snmp session -user XXXXX -password XXXXX -context {}
-address XXX.XXX.XXX.XXX -port 161 ...].

Which results in no response no matter how I have the CMU config
files setup. If I configure a v1 session with the community field
specified as /public I can get responses w/ the configuration below.
