Yes and no. The Tnm extension is mostly working on NT. (See the
win/README file for some known problems.)

Tkined does not work because one of Tcl's portability problems are
fileevents on pipes on all platforms. The development snapshots work
around this Tcl limitation by using TCP connections instead of pipes.
So, if you start up tkined, you will only get a dumb drawing editor
because the tools can't communicate with the editor.

If you want a Tkined on NT to play with, get the development snapshot
which is based on Tcl 8.0p2. (I am talking with folks here to make a
binary snapshot available, but I did not get a final decision yet when
and how they want to make it available.)
