[tkined] Problem with straps of scotty on RedHat Linux

Hi,

Please heelp. I'm trying to install tkined and scotty on
RH Linux 5.0, and I'm having problem with straps in scotty.
The version is tkined 1.3.4 and scotty 2.0.2. But it probably
doesn't matter.

When I tried to start "Discover IP network" after I compiled and
installed tkined and scotty, I got the following error message:

straps: unable to bind multicast trap socket: Address already
in use.

I thought that it was the snmpd which caused the problem. I change
the rc file so that the snmpd won't be started. But the problem
remains.

I commented out HAVE_MULTICAST and re-compiled/re-installed, and
start the Discover IP network, I got the following message:

Cannot connect straps socket: permission denied.

I then have to change to root to run it.

Question:

1. Does the scotty have to use multicast? What problem I may
have by commenting out the HAVE_MULTICAST compilation?
2. Why does the tkined/scotty have to be run by root on Linux?
Doesn't the "suid root" work? The program straps was installed
by using "make sinstall", and it has its sticky bit on.
