[tkined] Error loading tnm2.1.8.dll

I compiled and installed Tcl8.0 and scotty2.1.8 on my PC. When I open
Tcl shell and do:
load tnm2.1.8.dll
it says that it looked for init.tcl file in C:\tcl\lib\tnm2.1.8\library,
current dir and ..\library directories.
Question is: WHERE is it getting these paths from. I did not set them in
my makefile. I have made my paths in my makefile to be relative to where
I am compiling scotty. What if I have installed Tcl8.0 in C:\myTclPath
directory?
I tried setting TCL_LIBRARY variable to C:\myTclPath\lib\tcl8.0
directory and stuff, but it keeps looking for C:\tcl path.

How can I load tnm2.1.8.dll based on where I have installed Tcl and not
some hardcoded path?
