Why? The file names are the MIB module names. This makes it easier to
resolve imports (not done yet - but something to look at in the
future). The old naming scheme required to have an additional mapping
table from RFC number to module name. The previous scheme also had
problems with RFCs that contain multiple MIB modules. The new scheme
also makes it easier to upgrade a MIB module because you don't need to
adjust the tnm(mibs) variable as long as the module name does not
change.
