[tkined] problem with ntping and Proteon routers

I have tkined (scotty 2.1.8) monitoring a network with several Proteon
routers. One of them will not answer to pings from ntping, but will
answer to traceroute (even from ntping), and to pings from various unix
ping utilities.

The one that won't answer is (serial numbers zapped):

Portable M68360 C Gateway [not configured] S/N XXXX OpenROUTE (tm) 2.1 (16.1[R1])

Ones that do answer

Portable M68360 C Gateway [not configured] S/N XXXX OpenROUTE (tm) 2.1 (16.1[SECURE])
Portable M68360 C Gateway router name S/N XXXX OpenROUTE (tm) 3.0[P17]
Portable M68360 C Gateway [not configured] S/N XXXX OpenROUTE (tm) 2.1 (16.1[R1])

(Note the last one, which appears to be of the same rev as the one that
won't answer, is the local router, so I'm pinging it via ethernet. The
rest I'm pinging over the FrameRelay links.)
