[tkined] USEC support in future scotty versions.

I would like to know whether there is strong interest to keep USEC
(RFC 1909, RFC 1910) support in future scotty distributions. I plan to
replace USEC with SNMPv3 instead of keeping both versions in the
source code. Keeping both versions around makes the code a mess (lots
of ifdefs) because USEC and SNMPv3 are quite different in many
details.

Please speak up now if you have strong reasons to keep USEC in the Tnm
extension. Otherwise, I will remove USEC from the next development
snapshot.
