The trick seems to be to add cryptography to Tcl in a well defined and
separable way, so that applications which use it can be freely exported
even from countries which don't permit the export or use of the actual
cryptography.

Doug Hughes and I had an interesting conversation along these lines a
couple of years back, and the problem has been on my mind ever since.
With binary data now supported in Tcl, it becomes a lot easier to do
it in a modular way, and this seems far more attractive than having
each application come up with its own interface. I'd be happy to hear
from anyone with an interest in this general problem.

Once that's done, a version of Scotty which makes use of the interface
could freely be used and transmitted without loss of generality, even
in cases where cryptography itself has been restricted.
