[tkined] SNMPv3, SNMPv2usec privacy

Hello.

I'm working on a product managed via SNMPv1. I'm starting work on a
SNMPv2, SNMPv3 agent primarily to take advantage of the privacy abilities
to get portable secure management. Are there any plans to integrate the
40-bit encryption abilities of SNMPv2usec and SNMPv3 into Scotty? I
heavily use Scotty (on RedHat Linux) as a testing platform.

I know that there are signifigant legal problems with data encryption, but
the default 40-bit DES used for privacy is USA exportable (can't speak for
other countries policies).

I've been tinkering with using libdes with Scotty 2.1.7 but haven't made
much headway due to time contraints (official work keeps getting in the
way, darn it).
