The algorithm of the "IP-Discover" tool is described in the following
paper:

J. Schoenwaelder, H. Langendoerfer:
How To Keep Track of Your Network Configuration,
LISA VII, Monterey (California), November 1993.

It cites some related work. But I am sure there is new stuff out there
because this one is already four years old.
