This is a classic Tk 8.0 problem. You will find fixes in comp.lang.tcl
or on one of the Tcl/Tk patch sites.

ntping is not ping. It does much more than a usual ping does and the
output of ntping is formated so that scotty understands it. You have
to install ntping in order to use the scotty icmp command.

The source for an early port to Windows NT is included in the source
distribution. There is no binary release available right now.
