Interesting. Never tried this myself.

Please do the following test. Start the scotty shell and type:

icmp echo 209.112.190.5

What happens? And what happens if you run ntping from your shell:

ntping 209.112.190.5

(I guess it is a problem with ntping on Linux/Sparc.)
