Scotty Compile Error

I have a scotty 2.1.5 compile error, that I have not been able to fish
my way out of.

I have had to install Tcl7.5 and Tk4.2 to make the compile and configure
happy for scotty (I had 7.6 and Tk8.x installed already).

Now, at the very end of the make install, scotty does this:

---
# make install
Installing scotty2.1.5 and tnm2.1.5.so
Installing ./../tnm/library/README
Installing ./../tnm/library/dialog.tcl
Installing ./../tnm/library/output.tcl
Installing ./../tnm/library/snmp.tcl
Installing ./../tnm/library/monitor.tcl
Installing ./../tnm/library/obsolete.tcl
Installing ./../tnm/library/init.tcl
ld.so.1: ./scotty: fatal: libtcl7.5.so: can't open file: errno=2
*** Error code 137
make: Fatal error: Command failed for target `tnm-install-library'
---

/usr/local/lib/libtcl7.5.so exists and is readable by the system, make done as root as well. /usr/lib/ld.so.1 also exists.

What do I need to do to fix this? Did not get errors using Tcl7.6 at all, but got some runtime errors demanding 7.5.
