rpc in scotty?

I'd like to use the rpc functions as documented in scotty's rpc.n
manual page. These don't work because they are #if 0'ed out in
tnm/generic/tnmRpc in scotty 2.1.5 (which is the latest release I
could find). What is the reason for these routines being commented
out?

P.S.: If the rpc functions are terminally disfunctional instead of
temporarily disabled, any suggestions for a library implementing
similar functionality (not using tk/X11)?
