There is only a source distribution which means that you have to
compile it yourself. You will find the source in the scotty-2.1.5
distribution (see http://wwwsnmp.cs.utwente.nl/~schoenw/scotty for
details how to optain the source). Follow the description in the file
win/README. (It tells you where you can find the additional libraries
needed to compile scotty on Windows NT.)
