Falling/rising thresholds not working

I've set my rising threshold for a TCP Service job monitoring
port 80 to be 10. I would expect then that if my number of port 80
connects went above 10 it would flash or write or syslog, right? Wrong.
It's gone to 15, 20, 40+ and still does not alarm. Any ideas why?
