Is tkined supposed to be a UNIX executable?

Is tkined supposed to be a UNIX executable that starts
the editor? If so, which program in the scotty distribution
contains the main() function? The man page is confusing
me ...

... What is also confusing me (and making me ask this question)
is that it appears in my version of scotty (2.1.5) the Makefile
has an entry for installing a file called tkined, but
only compiles the shared library tkined.a, never the file
tkined. I also cannot find tkined.c, so that's another
reason to be confused.

I am working on BSDI 2.0.1 using tk4.2 and tcl7.6 (for
what its worth.)
