Well, I'm no expert, but will the following work for you?

In tkined, there is a menu for groups. It allows you to group
icons together and ungroup them, and for groups it allows you
to display them expanded or contracted (I forget the exact
term).

Creating the group causes it to be displayed contracted. Choose
the "expand" menu item.

The expanded view of the group is very similar to the original
display of ungrouped icons, but with a box around them.
