The latest version is scotty version 2.1.5 (which includes tkined
1.4.5). Note that Tkined does not really run on Windows platforms
right now. Our focus was to first port scotty before spending time
on Tkined.

Tcl7.6/Tk4.2 is the most stable Windows version. However, it has some
serious limitations. One of these limitations makes it impossible to
run a scotty script as a tool for Tkined. :-(

Microsoft VC++ 4.* or Borland C++ 5.* should both work.

Be prepared that not everything is working as you might expect. There
are still some problems in the Tcl/Tk port to Windows and of course
there are problems with our port of scotty/tkined to Windows. It
simply needs some time to get things stable on this platform.
