Not to be really annal but why can't you just edit straps.c and recompile?
If you have a need to receive traps on more than one port you could use
the TNM_STRAPS environmental variable to use different straps daemons or you
could add a command line option t straps and set the port number that
way.
I thought the ability to make such changes was the big advantage of using freely available packages like Scotty.
