I guess you have Tcl7.5/Tk4.1 installed (since configure checks the
version number). I guess that you are including a tcl.h file from an
older Tcl version since Tcl_Channel is defined in tcl.h (version 7.5).
Please check the include path in the Makefile and/or your Tcl/Tk
installation.
