make install problem on BSDI 2.1

make install on bsd/os 2.1 for scotty 2.1.0 gives:

Installing scotty2.1.0 and tnm2.1.0.so
Installing ./../tnm/library/README
Installing ./../tnm/library/dialog.tcl
...
Installing ./../tnm/library/init.tcl
initialization failed: can't find package scotty 2.1.0
This usually mean that you have to define the TCLLIBPATH environment
variable to point to the tnm library directory or your have to include
the path to the tnm library directory in Tcl's auto_path variable.
*** Error code 1

Stop.

Now why is this happening at this stage though? And yes, tcl7.5, tk4.1 has
been built successfully with shared libs and dynamic linkage. Also, make didn't
give me any problem at all (remember it failed without dynamic linkage support
for tcl 7.5 before).

Pointers/clues appreciated.
